Nathan, is this the famous core22 to core24 migration issue?

And if so, what is the way to fix it? Locally I could never get anything to work when it happened until I did a reboot, but on CI it's not going to be effective.

None is known to date, which is why we are holding every snap away from core24 while Snapd folks fight the bug.
