Re-summarize.
These are pre-requisites of localizable chrome. Marking them [BETA]. Please fix them by M14 so that we can be ready for localization. To make the chrome localizable, the font name, font size, and UI geometry setting needs to be externalized and move to chrome/[package]/locale/*.css. Adding lyecies, amasri, and tao into CC list. each of these packages appears to be completely localisable, bar a change to bookmark properties dlg which I will check in when the tree opens. once this is done, I will morph this bug back into a skinnability bug which it originally was. see comments in other skinnability bugs for details of this change.

as far as I can tell these components are skinnable. bugs should be filed on any place where they are not.
