In Bug 1955942, we added strings in "preview" per https://mozilla-l10n.github.io/documentation/products/firefox_desktop/firefox_l10n_faqs.html#can-i-land-content-without-exposing-it-for-localization. This bug is about exposing the strings to localizers when we're ready for that.
