Firefox only restores 5 windows upon restart after using "close all windows"

Steps to reproduce:
I started Firefox as per usual, with a page opening up mentioning something about vertical tabs I believe. I wanted to play some music scores from musescore.com (e.g. https://musescore.com/user/189765/scores/6308889), but for some reason they won't play when they did yesterday.
I decided to restart Firefox to see if that would resolve the issue. Because I had like 7 Firefox windows open, I right clicked on the application in the taskbar and pressed "close all windows".
Actual results:
When I reopened Firefox, only 5 out of the 7 or so windows reopened. I didn't get option to restore the previous session (doesn't exist) nor to restore previous windows (greyed out in the history settings tab). I tested it multiple times: every time I opened more than 5 windows, 5 random ones were chosen to be kept to be reopened on next start, the others remain closed until you restore previous windows.
Expected results:
- Scores from musescore.com should actually play
- All windows that were closed should be restored when opening Firefox after having used "close all windows". "Close all windows" should be the equivalent to using "exit" in the settings menu - or add an exit option to the right click menu.
