The tabs in sidebar are displayed in different order from the order set in
sidebar preferences. When I change the order of tabs (for example by moving one
tab up or down) and apply changes, the ordering of tabs in sidebar is changed to
the ordering in preferences. This change is not persistent, the order of tabs in
sidebar changes when I restart Mozilla. For some orderings the ordering in
sidebar stays the same as ordering in sidebar preferences.

Reproducible: Sometimes

Steps to Reproduce:
1.Add some tabs to sidebar and disable some tabs (might be not important)
2.Change the order of tabs in sidebar preferences. Apply changes.
3.Restart (exit and start again) Mozilla. Tab ordering in sidebar may be
different from requested.
4.Change the order of tabs in sidebar preferences. Apply changes. Revert the
changes (change the order of tabs in sidebar preferences to the previous value)
5.Tabs in sidebar panel should be in the requested order. For the session only.

Actual Results:  
After restarting Mozilla the oredering of tabs in sidebar panel is different
from the order requested in the sidebar preferences. For _some_ tab orderings
the ordering in sidebar panel is the same as requested.

This may happen because some tabs are disabled.

Expected Results:  
Mozilla should preserve the requested ordering of tabs in sidebar.
