per bug 195924, the online help needs to refer only to whitelisting. in other words, we need to remove the following from the "Privacy & Security Preferences - Popup Window Controls" help page: a. Allow popups: Select this to allow popups to appear in Navigator. b. Info on the Exceptions re: supressing popups

Moving to default owners. robinf doesn't work on mozilla anymore. (/me laughs when hearing that the mozilla help content will be refreshed.) Daniel, this looks like fixed to me. Do you agree? I'm not 100% sure.

Don't find any reference to blacklisting -> wfm, since this bug was never present in Mozilla
