195931 - Windows only, redraw problems in mail message window if not getting messages on startup

Using trunk build 20030303 on winxp if no mail accounts are getting messages at
startup, when user clicks on a folder to displays message pane residual folder
listings (alternate view) and Account Central (alternate view and default view)
images are displayed in the message pane.  Password dialog comes up, giving
correct password does not clear the message pane, only resizing cleans up the
residual text and images.

There seems to be a general redraw problem with the message pane. 

Second Scenario:
- Select a message in the thread pane and it displays the contents of the
message in the message pane.
- Collapse the message pane (either by clicking on the "hotkey" area on the
divider between the thread pane and the message pane or selecting the
View|Show/Hide|Message Pane menu item)
- Expand the message pane (either by clicking on the hotkey area or the menu item)

Actual Results: The envelope area is ok But the message pane displays headers
from the thread pane instead of the contents of the selected message. You have
to force a redraw to see the message contents.

Expected Results: The message contents should be displayed in the message pane.

To reproduce the problem where Account Central remains in the message pane make
sure that you have no message selected in the thread pane. Select Account
Central, then select a different folder.

Due to the message pane not redrawing correctly after a collapse/expand I think
this bug should be fixed for this release. It looks bad, confusing and it is
very likely that the average user will see this.

Verified Duplicate.

I noted in bug# 194638 to check scenarios in comment 4 and 6 in this bug when
verifying.
