If you disable telemetry, Firefox Labs disappears from preferences.
Easiest way to test this is flip:
datareporting.healthreport.uploadEnabled
in about:config.
This was reported by an enterprise user.
Based on the regressing bug, I don't think this was deliberate.
Just because Firefox Labs is tied to Nimbus doesn't mean it should be tied to telemetry.

Set release status flags based on info from the regressing bug 1937147
:beth, since you are the author of the regressor, bug 1937147, could you take a look? Also, could you set the severity field?

This is intended. Firefox Labs is backed by Nimbus and turning off telemetry turns of Nimbus.

This should be in the release notes.
It's going to be confusing to people that disable telemetry that Firefox Labs disappeared.
Has Nimbus always been tied to telemetry?
