1960191 - PDF export does not work anymore (0 bytes)

Steps to reproduce:

• Open a web page
• Click on the three dots of the toolbar
• Click on the share button
• Click on "Save as PDF"
• Click on "Download"

Actual results:

Firefox shows the usual notification "Download completed" but reports 0.00KB saved. Actually, no file is saved.

Expected results:

The PDF file should be saved. This used to work. I think it started after I upgraded to 137. The version I used before was several weeks/months older.

Not sure whether to move this to GV PDF or Share component so feel free to move this to somewhere more appropriate
