196026 - going to fragments doesn't work

if you go to http://velvet.net/~fun/mozilla/faq.xml and click on a link, it
doesn't move down to the specified fragment.
If you go to, say, http://velvet.net/~fun/mozilla/faq.xml#1.5 directly, it works.

going to anchors work fine on other pages, it seems to be something specific
with this one. It works fine in XHTML so it's something that XSLT does wrong
(probably missing something when setting up the document).

Removing the link to the stylesheet makes things work again so i suspect this is
related to bug 215465

oh, another thing that is quite interesting is the number of assertions from
layout when loading attachment 133989 [details]
