Build 1999112208M12: Win/NT4, Linux/Redhat 6.0, Mac 8.5.1

Overview: Launch the Address Picker and notice the buttons on the right side of
the window do not display clearly. Depending on the OS it will display on 1/4th
or 3/4ths of the left side of the buttons.

Steps to reproduce:
1. Launch Mail
2. Select "New Msg" button
3. In the Compose window select the "Address" button and the Address Picker
should display

Actual Results: The buttons on the right are chopped, they don't display fully.
This effects the Search, New, Edit and View buttons:
- NT4: I can only see 1/4th of the left side of the buttons. I have to maximize
the window to see 3/4ths of the buttons display.
- Linux: I can see 3/4ths of the left side of the buttons.
- Mac: I can see 3/4ths of the left side of the buttons.

Expected Results: The Address Picker buttons should display fully with more room
to spare on the right.

Fixed.  Fixing min-width issues in dialog for another bug solved this problem.
Fixed on Linux and Mac.
Waiting for a working Windows build (bug# 21040) before verifying.
