196049 - Installer is not shutting down running process

Description

Quick Launch not enabled.  Seen in both Mozilla and Buffy
Steps:
1. have application running
2. run installer (nightlies for both Buffy/Mozilla)
3. open task manager to view running processes
4. at installer prompt to close down application, press ok

actual results:  application is stopped, but process still running (via task
manager), installation completes.  Mozilla launches (but you cannot use same
profile - warning given that it is in use) Buffy is given warning to 'restart'
and does not launch - must delete running process to use properly

expected results: app is closed, process is exited and new installed app launches
