Onboarding on tablets and foldables show toolbar placement that has no effect

Steps to reproduce
- Have a tablet or foldable.
- Go through onboarding until you reach the toolbar placement card (see screenshot).
- Choose the bottom one.
- Finish onboarding.
Expected behaviour
- Show a bottom toolbar OR don't have this card on these devices.
Actual behaviour
- Setting to a bottom toolbar has not effect and you can't change this option after.
Device information
- Firefox version: 139
- Android device model: All foldables and tablets.
- Android OS version: 14

fixed in 1962141
It looks like what happened here was we used to have an option of changing the toolbat position on Tablets, but with the TabStrip feature being enabled, we locked away the bottom position as well. Now displaying of the toolbar positioning card depends on the TabStrip feature state.
