In bug 1906726 we analyzed, prototyped and landed (nightly only) new logic for the Fenix pageload progress bar that more closely matches the more responsive behaviour of Chrome. (i.e. will not wait for 60+ seconds on slow loading trackers etc, particularly on slower networks).

We've had this behaviour enabled nightly only for a few months -- let's have it ride the train to release.
