[Prerequisites]:

• Have the latest version of the Firefox Nightly 139.0a1 build installed/extracted and opened.
• Have a VPN client set to the United States.
• Have the following prefs set in the “about:config” page:
• ‘browser.newtabpage.activity-stream.asrouter.devtoolsEnabled’: true;
  • ‘browser.newtabpage.activity-stream.discoverystream.endpoints’: ‘https://getpocket.cdn.mozilla.net/,https://firefox-api-proxy.cdn.mozilla.net/,https://spocs.getpocket.com/,https://merino.services.mozilla.com/,https://ads.mozilla.org/,https://ads.allizom.org/’;
• ‘browser.newtabpage.activity-stream.unifiedAds.endpoint’: https://ads.allizom.org’;
  • ‘browser.search.region’ set to ‘US’.

[Steps to reproduce]:

1. Restart the browser and open a new tab.
2. Click the wrench icon from the bottom right side of the New Tab page.
3. Click the "IAB Banner Ad Sizes" section to collapse it then enable the “Enable IAB Leaderboard”.
4. Click the “Refresh Cache” and open a New Tab.
5. Resize the browser window until the Pocket cards are displayed in 4 columns.
6. Press the "Tab" key until the contextual menu button of the second Pocket card from the second row is focused.
7. Press again the “Tab” key to focus the elements from the next Pocket card.
8. Observe what happens.

[Expected result]:

• The next Pocket card from the section is focused.

[Actual result]:

• The Contextual menu button of the “Leaderboard” ad is focused.

[Additional notes]:

• The skipped cards are focused after all the elements from the “Leaderboard” are focused.
