As we're on track to rolling out tab groups to 100% of users in 138, let's enable it by default in 139.

firefox-release Uplift Approval Request

  • User impact if declined: There's a known issue with Nimbus not beeing able to reach users who have studies or telemetry disabled. We've also heard from users out there that expected to see tab groups in 138 due to our marketing around it, but don't have it enabled, possibly due to said Nimbus issue.
