Steps to reproduce:

This was tested in 128.9 ESR

Downloaded a file from the internet

Actual results:

the file name appends to
utf-8 {filename}
where filename = the name of the file

This is tested in windows 11 and Windows 10

Expected results:

The file name should not have changed

Counterintuitive, since bug 1961710 is older, but it has indeed more info.
