Disabling smooth scrolling in preferences does not disable smooth scrolling inside the new sidebar tabs view. It is honored for some other sidebar thingies (in particular - addons/history page.)

This should be fixed as of 138, but please reopen if still occurring.

To expand, you will need a scrolling device that does not generate precise scroll events (e.g. mouse with clicky scrollbar, not a modern touchpad.) And then disable the smooth scrolling setting in the about:preferences. Once disabled the clicks should result in the new scroll location being jumped to immediately, not animated.
