To be able to target only devices elligible to display tab strip (aka large screen devices), add a metric and use that for custom attribute targetting so nimbus can use that as an audience.

Tested on Firefox for Android Nightly 139 (2024-04-24) using Lenovo Tab P11 Pro (Android 14) and noticed the following metric: metrics.is_large_device: true.

Rahul, could you please confirm that this is the metric you wanted to be checked?
