QUIC supports active connection migration.
Neqo, the Firefox QUIC implementation, [supports])(https://github.com/mozilla/neqo/blob/main/neqo-transport/src/connection/tests/migration.rs) active connection migration. This is also tested by the QUIC interop runner.
With https://phabricator.services.mozilla.com/D232499 we always create a new QUIC connection on network change.
We might want to consider leveraging QUIC connection migration feature on network change instead.
(Note that not all QUIC servers support QUIC connection migration.)

A good first step might be to collect metrics on how many servers support QUIC connection migration in the first place, i.e. how many servers do not send the disable_active_migration QUIC transport parameter.

Telemetry on how frequently this (i.e., connection change) happens would be good, too. If we don't have that already.
