1963461 - Update test expectations for /dom/events/scrolling/ tests to account for widget events sent for wheel scroll

With widget events being send (bug 1848957) a couple of tests under /dom/events/scrolling/ are starting to pass. I will update the expectations so that we can get those tests passing sooner than later.

We most likely need to wait for bug 1963550 here as well. Otherwise we might have race conditions.

Tests which are failing due to the fact that we aren't waiting yet for the event to be dispatched I'm going to mark as expected pass/fail. So we are not blocked on bug 1963550, but can enable more tests.

We need a follow-up patch given that some tests started to intermittently fail/pass on autoland which was not visible on try.
