Steps to reproduce:

• Enable the "Open previous windows and tabs" setting.
• Create 2 tab groups named tg1 and tg2
• Save and close tab group tg2
• Restart the browser
• Check the recent tab groups in the tab menu

Actual results:

The recent tab groups shows 3 tab groups:
tg1 open
tg1 closed
tg2 closed

Expected results:

The recent tab groups shows 2 tab groups:
tg1 open
tg2 closed
