[Conservatively assessing as XL, given that this impacts a bunch of different container-types, and this is relatively new spec and we're assuming there may be some still-to-be-discovered interesting edge cases here]

Note that the WHATWG has resolved that gap decoration properties should inherit from a <fieldset> to its anonymous content box. See https://github.com/whatwg/html/issues/11095 and https://github.com/whatwg/html/issues/12370#issuecomment-4263304902
