1963973 - Add "Show last and current inline comments" mode

When reviewing an updated revision, I often want to see the last inline comments, to remember my last comments, and see how those comments are addressed.

If there are 3 or more revisions and comments for each, both "the last comments" and "more older comments" are shown inline by default,
and the "Hide Older Inlines" button hides all of them, so this cannot be used to show only "the last comments".

It would be nice to have a mode where only the last comments + current comments are shown, while more older comments are hidden.

(Current workaround is to open the last revision in a second tab, and select "Hide Older Inlines" there, and compare those 2 tabs)
