Steps to reproduce:
Just right click, or open a dropdown menu.
Actual results:
Right clicking won't show the menu instantly, it will just a visual glitch, and then the options.
Expected results:
The menu shows instantly, without that "visual glitch"

The Bugbug bot thinks this bug should belong to the 'Core::Widget: Win32' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
Note: for some reason on the recording this glitch only appears at the 3rd attempt, but actually, it always appears.

Yeah this is basically bug 1955168. If the reporter account wasn't disabled I'd ask what configuration do they have if they can always repro (maybe for <select> it's easier to repro?). It should only happen the first time a popup opens.
