We're attempting to land the initial strings to address bug 1960560 in preview, and as an emergency stop gap, hope to uplift them to beta and only show them for locales that start with en. This bug is for moving the strings to migrationWizard.ftl proper in 140, to have them ride the trains, and to remove the en-only condition.
