Details

This makes CHIPS the default for cookies that would otherwise be dropped if we disabled TCP. Big compat helper.

This includes out-of-spec non-Secure Partitioned cookies :(

This is an automated duplicate detection tool. It suggests that this bug should be marked as a duplicate of Bug 1964801. The reasoning is: Both (same author, filed within a week) propose CHIPS-ifying Total Cookie Protection by automatically applying the Partitioned attribute to third-party / cross-site cookies that would otherwise be dropped. Same proposal; the other partitioned-cookie bugs in this area (base CHIPS support, storage-access sending, disable-without-attribute, drop-Secure-requirement) are distinct follow-ons.
