This makes CHIPS the default for cookies that would otherwise be dropped if we disabled TCP. Big compat helper.

This is an automated duplicate detection tool. It suggests that this bug should be marked as a duplicate of Bug 1964801. The reasoning is: Both (same author, filed within a week) propose CHIPS-ifying Total Cookie Protection by automatically applying the Partitioned attribute to third-party / cross-site cookies that would otherwise be dropped.
