Steps to Reproduce:

  1. Set up your device to only have PIN as device lock, and then enable "lock private tabs" in Fenix.
  2. Open Firefox for Android.
  3. From the Tabs Tray, open a regular (non-private) tab.
  4. Navigate to a random URL, e.g. https://www.google.com.
  5. Open the Tabs Tray again and switch to Private Browsing Mode by tapping the PBM icon.
  6. Open a new private tab and navigate to a different random URL, e.g. https://www.facebook.com.
  7. Reopen the Tabs Tray and switch back to Normal Browsing Mode.
  8. Tap the previously opened google.com tab to ensure it's visible and active.
  9. Reopen the Tabs Tray and tap the Private Browsing icon to switch to PBM.
  10. Authenticate using the 4-digit PIN.

Expected Result:
After successful authentication, the Private Tabs Tray should open, showing the facebook.com tab.

Actual Result:
Authentication completes, but the app remains in Normal Browsing Mode, displaying the previously active normal browsing in tabs tray. The user is not switched to the Private Tabs Tray.

We've changed the behavior where simply switching from normal to pbm does not trigger the lock, we only require reauthentication if user leaves or minimizes the app, so this is no longer valid.
