We do not ship our Arabic builds with a dictionary.

There is an Arabic dictionary project: https://github.com/linuxscout/ayaspell

Ayaspell project aims to provide Arabic dictionaries for free office applications like OpenOffice.org, Firefox, Thunderbird, abiword, gedit ...etc. This project is under GPL/LGPL/MPL tri-license.

We should evaluate if this would be useful to our users and probably need feedback on the quality from our localizers.
An older version of the dictionary (3.2) is available on AMO https://addons.mozilla.org/en-US/firefox/addon/arabic-spell-checking-dictiona/

Pull request, I don't think any extra data is needed to add a locale, I can update the PR if something else needs to be modified in the repo to add a new locale dictionary.
