We don't ship a dictionary for Catalan-Valencian, we do ship one for Catalan that we recently updated.
Softcatalà does generate both ca.xpi and ca-valencia.xpi dictionaries.
The ca-valencia one has a dual licence GPL 2.0/LGPL 2.1
Dual license:
- GNU General Public License, version 2 or later

https://www.gnu.org/licenses/lgpl-2.1.txt
Seems good for me, unless there are quality issues.
