Bug 1966632 added a test that uses a real certificate from the web. Unlike our test certificates, this certificate contains the url of an OCSP responder and our certificate validator tries to check its revocation status with OCSP. We didn't catch this in Nightly because OCSP is disabled there.

I'm not sure why the return code varies, but those are fundamentally the same. All instances of this failure will show a log message like: "FATAL ERROR: Non-local network connections are disabled and a connection attempt to o.cf-b.ssl.com (35.174.229.120) was made".
