Preconditions

• vertical tab enabled
• expand on hover enabled
• some pinned tabs

Steps to reproduce

1. Open several regular tabs, but stop before they start to overflow.
2. Resize the pinned tabs area until the normal tabs area scroll bar is displayed.

Expected result

• The pinned tabs area can be resized continuously.

Actual result

• The pinned tabs area's resize functionality stops working when the scroll bar for the normal tabs area is displayed or hidden.

Regression range

• Not a regression, new implementation from bug 1941189.
