This bug is for implementing a way to run performance tasks across multiple pools.

The agreed upon solution is to make 2 tasks: a task for the test, and a task for post-processing. These tasks will be tied together through some taskcluster changes, and then displayed in Treeherder as a single task.

The majority of the work here will be on the Treeherder side.
