1969949 - Convert Startup to config-based prefs

Description

The Startup section on the General settings page should be converted to the config-based settings system.

• Open previous windows
• Open automatically (Windows only)
• Always check for default
• Promo message based on default browser state
• Make default button (this will be moved elsewhere in the IA revamp)
