I'm filing this on behalf of the user of this SUMO thread.

Case 1
Before recording, I created a clean profile.
Opened a random live stream on Twitch.
Started recording and refreshed the page.
As soon as the stream loaded and started playing, I stopped recording.

Case 2
Then closed the browser and deleted the file \safebrowsing\analytics-track-digest256.vlpset and repeated the steps above except for creating a new profile.

I’m the author of the forum thread mentioned above and would like to add that the problem disappeared two days ago. I didn’t make any specific changes to the browser settings.
I’ve been using version 139.0.4 since its release. I also tested it with a new profile, and streams are now loading quickly there as well.
