In the SUGGEST_PREFS map, I changed from locale prefixes to full locales, e.g,
from ["en"] to ["en-CA", "en-GB", "en-US", "en-ZA"]. It's more verbose but
safer. There are some locale codes that are prefixes of other unrelated locales.

Change of plans: We need to hold off on this for now, and instead we'll continue with experiments/rollouts in the EU. I'll ask sheriffs to back this out.

Leaving this open for now and bumping down the priority. We may need to wontfix it, not clear yet.

It's still not clear whether we'll enable AMP and Wikipedia at some point, but for now we'll do bug 1971923 instead of this, so I'll wontfix it.
