1970109 - Add a test job for BiDi navigation manager alternative implementation

We want to switch to the parent process implementation for the BiDi navigation manager, but we should still run tests at least on one platform with the content process to avoid regressions if we later need to change back to content process implementation

We forgot an important piece for this job. See my comment on the Phabricator revision. We should push this along this patch, so I'll mark the test to be not closed once the above patch is merged to mozilla-central.
