Until we have settings UI for Fenix which controls which allow-list categories should be enabled for ETP "strict" (Bug 1970649) we should completely disable allow-listing for Fenix in strict. We can most likely do this in the UrlClassifierExceptionList[Entry] implementation itself by doing a check for android + etp category.

Looks like we'll have the patches for Fenix in time so we'll no longer need this.
