1971430 - Convert HTTPS-Only Mode to config-based prefs

The HTTPS-Only Mode section on the Privacy & Security settings page should be converted to the config-based settings system.

These changes can be made in the existing Privacy & Security page. The end result should be the following settings:

• HTTPS-Only Mode radio group
  • Only HTTPS-Only in all
  • Only HTTPS-Only in private windows
  • Try HTTPS first
• Website exceptions button (opens the existing modal)
