In the following examples, there should be a approval-mozilla-beta? on the uplift request attachment:

Relman can use the uplift request dashboard, but this causes problems for bugbot. For example, bugbot will request an uplift request even if there is already on pending OR bugbot will detect the uplift request as a new patch attached to a closed bug, instead of ignoring it.

I have reverted the change that cause this issue and deployed to prod. I will continue to work on the original issue in bug 1965553.
