1971835 - Convert Account section to config-based prefs

The Account section on the Sync settings page should be converted to the config-based settings system.

These changes can be made on the existing page. The end result should be the following options:

Signed in:

• Account info box item
  • Avatar icon (edit functionality removed)
  • Account name
  • Account email
• Manage account box link
• Sign out box button

Signed out:

• Sign in promo box item
• Sign in box link
