1971841 - Convert Sync section to config-based prefs

The Sync section on the Sync settings page should be converted to the config-based settings system.

These changes can be made on the existing page. The end result should be the following options:

Signed in:

• Sync status + sync now message bar
• box group
  • Current sync options box item
  • Change sync data options box button
• box group
  • Device name + edit box item
  • Manage your devices box link
• box group
  • Connect / Sync with your mobile device box link

Not signed in:

• box group
  • Sign in box link
• box group
  • Connect / Sync with your mobile device box link
