1972367 - Convert Zoom settings to config-based prefs

The Zoom section on the General settings page under Language and Appearance should be converted to the config-based settings system. This will involve:

• Implementing a Default zoom select
• Implementing a Zoom text only checkbox
• Surfacing a moz-message-bar when Zoom text only is enabled
  • one small enhancement we would like to make here is to change the moz-message-bar to be `type="warning" and remove the "warning" from the text of the message

The mockups show a "Reset" button, but this is a stretch goal and does not need to be implemented as part of this work.
