197244 - Don't show new mail for Junk Mail

If the only new messages I've received are going into the Junk Mail folder, I
don't need to be notified with the new mail icon on my account or in the windows
system tray.  In order to get rid of the notification I have to take an action
and the whole idea of the Junk Mail folder is to make it so that junk mail
doesn't interrupt me.

I'm using a build from the 1.3 milestone so I apologize if this issue has been
addressed.
