Description:
When a Taskbar Tab window is created the OS shows a notification to pin the window to taskbar. The icon on the notification is too small. See attached screenshot.

Steps to reproduce:

1. Open https://www.wikipedia.org/ in a Taskbar Tabs window
2. Once the Taskbar Tab window opens, click inside the window. A notification from the OS will be shown asking users to pin to taskbar
3. Notice the size of the icon on the notification is too small

Actual results:
The favicon on the pinning notification is too small.

Expected results:
The favicon on the pinning notification to be larger in size and fit better in the designated space

This resolves scaling issues seen with images generated from SVGs.

Verified as Fixed. Tested on the latest Nightly (144.0a1/20250824214058) and Beta (143.0b3/20250822090535).

The favicon on the pinning notification is now bigger, better fitting the designated space.
