I was just chatting with a developer on Matrix who was trying to debug Android build failures that sounded a lot like unified build bustage (adding a new source file, suddenly build failures for undeclared identifiers appearing out of nowhere). I was surprised to see that Android is the only platform that currently doesn't have non-unified build coverage in CI.

Can we fix that?
