Preconditions

• Create a distribution folder inside the Firefox folder and paste the policies.json
• DLP Agent is running: .\content_analysis_sdk_agent.exe --user --toblock=.*\d{3}-?\d{2}-?\d{4}.* --towarn=.*warn.* --delays=10

Steps to reproduce

1. Open https://www.wikipedia.org/ or https://ftp.mozilla.org/pub/firefox/candidates/129.0-candidates/build2/win64/en-US/
2. Use the Save Link context menu option on a link.

Expected result

• Download is scanned and completed if it passes DLP verification.

Actual result

• Download fails.

Regression range

• Happens after bug 1965504.

Additional notes

• Attached a screen recording.
• Clicking the Retry option a few times will eventually download the file.
