1973186 - Update stackwalker to rust-minidump v0.26.0

IIRC the last time we updated the stackwalker was in bug 1924072. We should update it to version 0.26 (for which I just cut a release) as it will bring several important improvements:

• Soft error streams support
• Better stacks when encountering frames of JIT-compiled code on 64-bit Windows
• More human-readable value for Windows error codes

Correction, the last update was in bug 1954596 so we already had support for soft-error streams.

I started regression-testing the new release, and should be able to build a new stackwalker for Socorro today, so I can release it early next week.
