When we do not have a Nimbus experiment to ship a new version of the NewTab add-on (Bug 1973228) or when we disable the feature by pref (Bug 1973223), we should make sure to clean up the downloaded XPI.

Closing as fixed, the additional behavior tracked by this bugzilla issue has been covered by the stack of patches landed as part of Bug 1973228.
