1973552 - Improve hover styles of interactive moz-box components in HCM

Expected Results:
When hovering over a moz-box-button or moz-box-link in High Contrast Mode, the border and icon of the component should change their color to SelectedItemText to provide clear visual feedback of the interactive state.

Actual Results:
When hovering over a moz-box-button or moz-box-link in High Contrast Mode, the border and icon of the component remain their default CanvasText color. This lack of visual change on hover makes it difficult for users in HCM to discern interactive elements and their current state, impacting usability and accessibility.

Note:
As both moz-box-button or moz-box-link can be part of the moz-box-group, hover border color of interactive elements in a group should be tweaked accordingly.
